Facts matter.

The County Commission doesn't vote on Washington.

1. The mailer's own footnote cites her 2022 campaign for Congress. The County Commission has no vote on the Affordable Care Act, the U.S. Department of Education or abortion law.
2. What the Commission does vote on is county taxes, fees and big spending. On Aug. 28, 2026, Harry Cohen voted for $796 million in public money for a Rays stadium, including $360 million of Community Investment Tax. It passed 5–2. [WUSF]
3. On Sept. 23, 2026, Hillsborough Together, the political committee backing Cohen, gave the Florida Democratic Party $100,000. [Florida Division of Elections]

Hillsborough's problems get decided in Hillsborough.

1. Flooding, traffic and county taxes are decided by the seven-member Hillsborough County Commission. It adopted this year's county tax rates on Sept. 24, 2026, by a 5–1 vote, with Cohen voting yes. [Hillsborough County record]

That text didn't come from Jackie's campaign.

1. It was made to look like it came from Jackie, but the fine print says “Paid for by Citizens for Integrity,” a political committee registered in Tallahassee. [Florida Division of Elections]
2. It reuses graphics from her 2022 congressional race, including “Vote Jackie Toledo August 23rd,” a date that has nothing to do with this election.
3. Messages from Jackie's campaign say who paid for them: “Political advertisement paid for and approved by Jackie Toledo, Republican, for Hillsborough County Commission, District 1.”

In this race, Harry Cohen has taken more insurance money than Jackie.

2. Across her Florida House campaigns (2016–2022), property insurers, their trade groups and agent PACs gave $15,000 of the $1,612,994 she raised. That's under 1%. Counting every insurance-related donor, it's about 3%. [Florida Division of Elections]

“Insurance-linked” covers insurers, agencies, surety companies, insurance PACs and donors who work in insurance, counted the same way for both candidates.

The bill they cite passed 114–0. And when homeowners' time to file claims was cut, Jackie voted no.

2. Nothing in it lets insurers deny or underpay claims. Its closest link to claims is a 60-day pause on bad-faith notices after either side asks for an appraisal. [House bill analysis]
3. In 2021, the Legislature cut homeowners' time to file a new claim to two years (SB 76). Jackie voted no, one of six Republicans against it. It passed 75–41. [House vote]

The budget they cite raised school funding. The other two bills cut nothing.

1. The 2018 state budget (HB 5001) raised K-12 school funding by $484.8 million and funded a $9.9 billion transportation program. It passed the House 95–12. [Senate bill summary · House vote]

4. In fairness: the Senate's budget summary lists one reduction, $98.4 million from shortening retroactive Medicaid eligibility, while overall Medicaid funding for price and workload rose $898.9 million. [Senate bill summary]
